Classified special ed documents sent to the wrong address

My wife and I requested all our children’s special education documents be sent to our home.

The director of curriculum which our family has had a very difficult time with made a suggestion that the legal documents be sent home with one of our children. We declined.

The director of curriculum which our family has had a very difficult time with made another suggestion that she or the IS would drop the documents off at our home. We declined.

We asked that the documents be sent from the district office.

A parent arrived at our home and handed me a large opened package. The package was addressed to my wife and me, but with this woman’s address. The woman explained that she had read the documents, and realized that the documents did not pertain to her children. She does this with a smirk on her face, and leaves.

I email the director of curriculum and informed the director how upset my wife and I were. The director said that we were not being honest, and that she personally saw the package mail (note not that she sent it) and that what I am saying could not have happened).

I emailed a photo of the envelope to the Director showing the wrong address.

the director of curriculum responded with the comment, “if you would allowed us to deliver to your home, this would not have happened” “I have noted your correct address for our records”

Keep in mind the director of curriculum has required our family and all renters in the community to fill out and submit yearly proof of residency. Our address is clearly known to the school.

Question is

Was a law broken?
What action can be taken?
Would this be considered harassment?
